BSD isn't public domain, either. "Public domain" means, effectively, that 
*anyone* has copyright; no rights are reserved by the author.

That's inaccurate.

One is required to distribute one's modifications to LGPL software only if the 
combined work is distributed. Within that limitation, it is quite possible 
to "take advantage of the work, make money from it, or otherwise tamper with 
it in secret."
