[antlr-interest] Issue & bug tracking for ANTLR

I would like if www.antlr.org begin to use the powerful issue/bug tracking
from opensource "mantisbt". We use it for our products and we found it
very useful and simply to install.

Mantisbt is good to maintain:
- note about bugs
- version management
- attached files & documents
- users (viewer/reporter/developer/manager/etc).
- changelog
- full configurabile between config_inc.php
- etc...

It requires only PHP and MySQL.
