It's an IDE for ANTLR3 in early stage.
You can find it on the www.antlr.org download page (even if the page it's a little messy).
I think version EA3 is the last as of this moment.
You can find more details about ANTLR3 and the IDE on this list,
and on the site (even if the menu links are not that suggesting).
ANTLR3 seems to improve greatly many things over 2.x.x .
