Most software packages (Word, OpenOffice, etc.) capable of reading or 
generating RTF can output PDF instead -- just a choice of your 
intermediate (or final intermediate) representation .  If not 
directly, there are third party packages that can be easily automated 
to do the conversion of RTF to PDF (PDFCreator, PrimoPDF, etc.).  No 
need to reinvent that wheel.
