Or rather, am I looking at the right tool?

What I want, ultimately, is to be able to write code in some "normal"
high-level language, perhaps C, and be able to generate code in a
PO^H^HDSL that I currently have to write code in manually (BASIC-like,
incomplete syntax (IMO) - e.g. no loops, only labels and GOTOs - no
support from any tools, etc.), basically with the aim of making my life
a bit easier.
