Ok , but when I wrote ...

I would say that: 
I open My Computer -> Properties -> advanced -> environment variables

then 
1) if I set CLASSPATH antlr work, and java does not work
2) if I delete CLASSPATH java works antlr does not, unless I set -cp


> javac -classpath c:\antlr-2.7.2\antlr.jar antlr.Tool file.g
