[antlr-interest] Reporting bugs

[Dr. Hartmut Kocher]

Two weeks ago I reported a problem with the CharSanner implementation in the
C# version of ANTLR. Since no one seems to notice it I just wanted to know
if this is the right place to post bugs or if there is another mechanism in
place to report bugs to the development team.
