This will depend on what OS you are running. 

See for example http://www.hawkis.com/pages/hawkistools/uid/thetime.jsp (links 
at the bottom) for some info. It seems that Linux and Windows have quite 
different updates of their wall clocks.

Best way would probably be to use some native code to get exact timings.
