[antlr-interest] throws clause

In ANTLR v3, does the <<throws-clause>> portion of a rule definition
actually do anything?

I was expecting that it would let me define additional exceptions to be
thrown by a rule, but that doesn't seem to be what it does.  I figured
asking was going to be faster than trying to grok all the internals of ANTLR
to find an answer :)
