[antlr-interest] ANTLR v3.1 status

Howdy. Looks like we'll go out with Java, C#, C, and Python targets  
ready for v3.1.  I have some important bug fixes to add but the latest  
builds will approach final within a matter of weeks.  I need to doc  
the new features too, which will take some time.  So, please try out  
latest build to see if it works for your grammars.  Almost there.
