This problem has been fixed in source control versions, but is not yet
available in a released version:

3.1 should be out any day now..

You should be able to work the bug that by using test -nt, something like:

fooParser.c: foo.g
     java org.antlr.Tool foo.g
    test fooParser -nt foo.g
