Visual Studio Shell 2008 is free for commercial use. That's what we use.

Thanks for responses of my first request.

unfortunately there was not the solution for my problem (cause of a lag 
of discribing my problem).

What i look for:

I need an Editor or IDE, which I can start out of my own close source 
software. This IDE or Editor should use ANTLR parser, which parse c#,VB, 
python or my own script langauge. And the execution of this script, have 
to run without any environment (.Net or JaveVM).

(unfortunately Visual Studio and Visual Studio Tool for Applications are 
not for free :) )

I hope somebody have suggestion for me.
