[stringtemplate-interest] String Template v4

Hi. I don't have any documentation yet because I haven't really released it. It should be more or less backward-compatible with the only main difference being no group header at this point on STG files.
The unit tests help a lot.
It depends purely on v3, which is one of the big motivations to rewrite it.
