My guess is - nobody who actually bothers to read it. It doesn't even 
make sense, and contains a number of contradictions. To start with, how 
can OCS attempt to license 'part of antlr.g'? What happens if I also 
modify antlr.g? Is this covered under the original licence, or OCS's?

Secondly, the licence grants the recipient the right to modify the code 
*only* for non-commercial "private internal purposes solely by 
recipient". You also have to agree not to assert ownership of any 
modifications (unlike OCS, which has done exactly that). But OCS then 
asserts a right "to negotiate with Recipient a separate agreement for 
the right to commercialize and/or publish Modifications"!
