[antlr-interest] what is a "protected" rule

Does the reference manual define what a "protected" lexer rule is? I 
find a somewhat oblique implication that it is a rule that is only 
accessed by another lexer rule (not by the parser), but nothing 
definitive in the manual.  Is that correct?
