[antlr-interest] is cantler.exe really standalone?

When I ran cantler.exe I got an error saying cygwin1.dll couldn't be 
found.  Is this a problem in my setup or does the win32 binary 
require cygwin?  If so I wouldn't advertise it as a standalone binary.
